Peter Kraker

Dr. Peter Kraker is founder and chairman of Open Knowledge Maps, a non-profit dedicated to increasing the visibility of scientific knowledge for science and society, and a senior researcher at Know-Center, managing the area of open science. Peter is a leading expert on visualizing scholarly communication, open science, and alternative metrics. He has published extensively on these topics, including the lead authorship on “The Vienna Principles: A Vision for Scholarly Communication in the 21st Century”.  As part of the H2020 CSA OpenUP, Peter leads the work on innovative dissemination practices. Peter is a core team member of the Open Access Network Austria, mentor in the Open Science Fellowship program of Wikimedia Germany and co-coordinator of the Open Science Working Group at Open Knowledge Austria. He is a sought after speaker, who has been invited to present at more than 60 events, and he serves on numerous editorial boards and program committees of open access journals and open science conferences. For his work, Peter received several awards and fellowships, including a Panton Fellowship of Open Knowledge and a Marie Curie Fellowship in the context of the EU project TEAM.

Rainer Bachleitner

SHORT CV

Rainer Bachleitner is junior researcher in the Social Computing Research Group at Know-Center and lead of frontend software development at Open Knowledge Maps. Rainer is a supporter of Open Science and member of the Open Access Network Austria (OANA). In addition, Rainer is a Master's student in physics at TU Wien, where he works on large, massively parallel computer simulations in statistical and soft matter physics running on the Vienna Scientific Cluster.

Michela Vignoli

Michela Vignoli is Open Science expert at AIT Austrian Institute of Technology. In the H2020 project OpenUP, she contributes to researching novel ways of scholarly communication beyond traditional research channels and alternative peer review methodologies. In 2016 she was nominated member of the EU high-level advisory group Open Science Policy Platform.

Stephan Gauch

SHORT CV

Dr. Stephan Gauch studied social science at the University of Mannheim majoring in statistics and methods of empirical social research in fall of 2003. From 2004 to 2008 Stephan Gauch was a researcher in the department of Innovation Systems and Policy at Fraunhofer ISI. Between 2009 and 2014 he has been working at the Berlin Technical University at the Chair of Innovation Economics. From 1012 to 2014 Stephan Gauch was affiliated to Fraunhofer FOKUS working on a number of economics- and innovation-related topics in the ICT field such as Big and Open data analytics, policy analysis in the ICT sector, standardization foresight as well as standardization strategies.  Stephan Gauch finished his PHD in 2011 on the topic of the interlinkage between research and standardization and the division of labor between formal and informal standardization in ICT. His thesis  was awarded with the “Sonderpreis Wissenschaft 2012” of the German Institute for Standardization (DIN). Since 2014 Stephan Gauch is affiliated to German Centre of Higher Education Research and Science Studies (DZHW) and Humboldt University of Berlin. free adult movies

George Papastefanatos

SHORT CV

Dr. George Papastefanatos is a senior researcher and Project Manager at at the Institute for the Management of Information Systems (IMIS) of the ATHENA Research Centre. He holds a Diploma in Electrical and Computer Engineering and a PhD in Computer Science from the National Technical University of Athens. George has been involved as a researcher in several EU & RTD projects such as DIACHRON (Archiving and long-term Preservation of Linked Data), Slidewiki (Authoring platform for OpenCourseWare), www.socioscope.gr (a visual analysis tool for visualization and exploration of social and political data), www.linked-statistics.gr (platform for publishing, exploring and visualizing statistical governmental data as LOD) and OpenAIRE (designing services for publishing OpenAire resources as LOD).  He is currently involved in the EOSCPilot project, working on the design and implementation of a monitoring framework for the measurement and analysis of the uptake of open science approaches and policies. George’s expertise is in the area of big data management and analytics and specifically in issues related to the data web and linked data modelling, data integration, archiving and preservation, information visualization and exploration.

Matthew Dovey

SHORT CV

Matthew J. Dovey works at Jisc, the UK's expert organisation in the use of digital technologies for education and research, as Head of e-Infrastructure Strategy. He oversees work within Jisc Strategic Technologies to develop digital infrastructure services which support and enhance aspects of the research lifecycle – from discovery of information and data, to data analysis and manipulation, and collaboration and research impact and dissemination. Jisc is a beneficiary in the EOSCPilot project working on governance frameworks, policies, data interoperability and identity management.

Previously, Matthew was Technical Manager at the Oxford University e-Science Centre, where he advised scientific research projects based on WebService and GridService architectures. Prior to this, he worked for the Oxford University Library Services, implementing numerous library and digital library technologies and projects on preservation of digital material, and conducted research on music information retrieval at Kings College London.

Matthew is the chair of the Executive Board and Council for EGI.eu and a member of the newly formed EUDAT CDI Council. He is also a member of the UK Cabinet Office Open Standards Board and the Software Sustainability Institute Advisory Board.

Salil Gunashekar

SHORT CV

Dr Salil Gunashekar is a senior analyst at RAND Europe working in the area of science and technology policy with a particular interest in evolving research systems and the socio-economic impact of emerging technologies. Salil has been involved in research and policy analysis studies for a number of clients both in the UK and Europe such as the European Commission the English Department of Health, BCS, The Chartered Institute for IT, the British Standards Institution, the Digital Catapult, the Higher Education Funding Council for England, and various UK universities. The projects have covered topics ranging from open science, research impact (including scientometrics) and grand challenges, to the Internet of Things, blockchain technology, and technology foresight. He recently managed a study for the European Commission to develop an online monitoring system for open science trends in the EU. With a technical background in wireless communications engineering, Salil previously worked as a research associate at the University of Leicester within the Departments of Engineering and Computer Science. He completed his Ph.D. from the University of Leicester in 2006 where he also obtained an M.Sc. in information and communications engineering in 2003. Before attending Leicester, he obtained an M.Sc. in informatics from the University of Delhi. In 2000, he graduated with an honours degree in physics from the University of Delhi.

Dimitris Skoutas

SHORT CV

Dimitris Skoutas is an Assistant Researcher at the Institute for the Management of Information Systems of the "Athena" Research Center. He has received his Diploma in Electrical and Computer Engineering in 2003 and his PhD in Computer Science in 2008, both from the National Technical University of Athens, Greece. During this period, he has worked at the Knowledge and Database Systems Lab at NTUA and at IMIS. From 2009 to 2011, he has worked as a post-doctoral researcher at the L3S Research Center of the Leibniz Universität Hannover. He has extensive experience in EU R&D projects, including SLIPO, City.Risks, GeoKnow, OpenDataMonitor, GeoStream, GeoCrowd, and others. His research interests focus mainly on spatio-textual and spatio-temporal data management and analytics, data mining, linked data, and web services. He has more than 40 publications in international journals and peer-reviewed conferences in the above areas.

Open Data Monitor: Monitoring Open gov data

ABSTRACT

During the last years, the idea of open data has spread throughout Europe and produced extensive changes especially in thinking about governmental data and how it can be used for public and private purposes. This has also led to a fractured landscape of open data resources, making it challenging to gain an overview. Even on a national level, there is an unconstrained growth of regional open data repositories. These circumstances cause extensive problems for policy makers, institutions and NGOs, in building up efficient and sustainable open data strategies. Further, identifying gaps in and opportunities for open data publishing is almost impossible. Finally, on a pan-European level, there is a lack of analysis on this topic which hinders the large-scale reuse of open data. OpenDataMonitor provides the possibility to gain an overview of available open data resources and undertake analysis and visualisation of existing data catalogues using innovative technologies. Through an extensible and customizable harvesting framework, metadata from diverse open data sources are collected. The gathered information is then harmonised and processed. Scalable analytical and visualisation methods allow the end users to learn more about the composition of regional, national or pan-European open data repositories. Analysing and visualising metadata reveals hidden potential and essential insights from existing resources and identifies gaps where additional open data are needed.
